Applicant Eligibility: Public agencies including Federal, State, and local agencies and other units of government, nonprofit organizations including groups serving youths, community based organizations, service organizations, institutions of higher education, Indian tribes, and for-profit companies; State and Federal agencies and non-governmental organizations are eligible to compete for Training and Technical Assistance Cooperative Agreements.
Beneficiary Eligibility: States, District of Columbia, Puerto Rico, Tribes, Territories, national nonprofit organizations, Federal agencies, professional corps, and multi-State organizations will benefit.
Credentials/Documentation: None.
Preapplication Coordination: Applications are submitted to and awarded by the Corporation for National and Community Service. This program is excluded from coverage under E.O. 12372.

Award Procedure: Cooperative Agreements are awarded by the Corporation for National and Community Service.

Range of Approval/Disapproval Time: A time frame has not been established.

Renewals: Renewals are subject to performance, continuing need, and the availability of funds.
Criteria for Selecting Proposals: The Corporation assesses Training and Technical Assistance proposals for quality, organizational capacity, innovation, cost, and replicability.
Examples of Funded Projects: The National Crime Prevention Council is providing three and one-half day workshops on basic supervisory skills in each of the five clusters. In addition, NCPC offers custom-tailored supervisory training for specific states, conferences or programs; training-of trainers workshops in supervisory training; T/TA services by phone, e-mail and on-site visits; and the development and production of a Supervisor's Resource Guide that has been distributed to all programs.
Range and Average of Financial Assistance: Training and Technical Assistance Cooperative Agreements awarded competitively to range from $100,000 to $1,500,000.

Length and Time Phasing of Assistance: A time frame has not been established.
Uses and Use Restrictions: Training and Technical Assistance Cooperative Agreements are used to provide training and technical assistance services to CNCS grantees in areas that include sustainability, evaluation, member development and management, organization development and program management, supervisory skills training, financial management and human relations training. The services are provided through national, regional and State workshops and conferences, informational materials in print and electronic formats, phone assistance and on-site consultations.
Reports: Reports must be submitted in accordance with the terms of the cooperative agreement and as required by Law.
Audits: Audits are performed as required by Law.
Records: Records must be maintained in accordance with the requirements of the Cooperative Agreement.
